WASHINGTON - The House has included a major restructuring of the nation's welfare system in its massive budget cutting bill, which would substantially increase the hours of work, training and community service the poor would have to perform to qualify for assistance. President Bush has sought the changes for nearly four years but has been unable to get them through the Senate. Now, Republicans have slipped them into a voluminous bill designed to save nearly $50 billion over five years by imposing new costs on Medicaid recipients, cutting federal child support enforcement, narrowing eligibility for food stamps and trimming agriculture subsidies.
OLYMPIA - A politically powerful union is threatening to launch a statewide initiative campaign this year to require more training for long-term care workers unless Gov. Chris Gregoire intervenes with lawmakers and gets stricter training legislated before the Legislature adjourns today. Service Employees International Union Local 775 is pushing to require at least 75 hours of training for workers who provide long- term care of the elderly and disabled. SEIU, Washington's fastest- growing union, is the collective bargaining unit for 30,000 workers who care for others in their own homes.
Waukesha - Calling former North Lake Fire Chief Terrence Stapleton's conduct against a black man last year "blatantly racist," Waukesha County Circuit Judge Lee S. Dreyfus Jr. on Tuesday ordered Stapleton to perform at least 50 hours of community service to an organization that primarily serves African-Americans. In sparing Stapleton jail time, Dreyfus placed him on 12 months of probation, directed him to undergo racial sensitivity training and ordered a total of 100 hours of community service, including the 50-hour requirement.

The DeSoto County master gardener program is a volunteer training program offered by Mississippi State University Extension Service . A training session is scheduled to start Feb. 23, and it will meet every Tuesday and Thursday from 1 to 5 p.m., with the last session on April 1 . Selected trainees will receive 40 hours of horticulture training from the MSU Extension Service. In return, each master gardener will give 40 hours of volunteer time to help with extension educational programs in the county.
Mark Bratton, a black man who was chased at gunpoint from a fishing hole in the Town of Merton by two white men in 2005, was magnanimous in accepting the soft sentence - 12 months of probation, racial sensitivity training and 100 hours of community service - handed down to one of the assailants, former North Lake Fire Chief Terry Stapleton. Bratton thought the community service - 50 hours must be spent with an organization that serves African-Americans - might do Stapleton some good. We hope so.
