To Jamaicans, British honours have the same status as foreign-made products. During the 1970s Michael Manley did not accept appointment to the Monarch's Privy Council. When he lost the election in the 1980 he was divested of the title 'Honourable' and for the following nine years was just Mr. When he returned to office in 1989, he accepted the Privy Councilship and became Right Honourable for life.

Overall, the National Honours and Awards list this year appears bloated and excessive, perhaps because the new administration added to the already large number announced at Independence. The way to Hell, they say, is paved with good intentions. However well-meaning the intention may be in making these awards, care should be taken to avoid them being thrown around like confetti. Nothing should be done to diminish the value of the awards or cast the shadow of unfair and unfounded patronage over the receptionist, through a surfeit of official generosity.

PRIME MINISTER Bruce Golding marked the celebration of Heroes Day with a speech that will long live in the memories of those who heard it. Golding reminded everyone, including the 105 who were receiving honours of various magnitude, that not everyone could be heroes or, more correctly, recognised as heroes! however, everyone could be heroic. That is how Kaysi-Ann Spence, a vivacious young Jamaican woman ended our conversation. She had just told me how her `A' level results in 2000 at Manchester High School (in Mathematics, Physics, Chemistry, Information Technology, Spanish and General Paper) gained her a full academic scholarship to Morgan State University (MSU) in Baltimore, U.S.A. The Order of National Hero is the highest of Jamaica's national honours and awards, which are presented to Jamaicans who have made sterling contributions to the development of the country. Only seven Jamaicans have so far received this national honour Marcus Mosiah Garvey, Paul Bogle, George William Gordon, Alexander Bustamante, Norman Washington Manley, Sam Sharpe and Nanny of the Maroons. National Heroes Day is celebrated each year on the third Monday in October.
