THE NUMBER of homicides fell substantially in Hampton Roads between 2007 and 2008, declining by more than 25 percent across the sprawling region. If you unpack the numbers, the trend looks especially encouraging for Norfolk, where 21 fewer people - almost 43 percent - were killed last year than in 2007. But trends, especially good ones, sometimes mask unpleasant truths.

'Shall issue' laws do not reduce but rather seem to increase firearms homicide. This conclusion is supported by a survey of homicide statistics for urban areas of Mississippi, Florida and Oregon both before and after such laws were passed. The increase seems to depend partly on local conditions as it was not experienced by Portland and Miami. As more states adopt 'shall issue' laws, it should be possible to study the issue of their effect on homicide statistics more. Perhaps more caution about 'shall issue' laws is needed.

LOS ANGELES - Eric Monkkonen, an urban historian whose fascination with the deadliest crime led to groundbreaking analyses of 200 years of Los Angeles and New York City homicide statistics that punctured myths and underscored sobering realities, has died.
