Memphis: a government in crisis
I read your Dec. 4 article on the indictment for theft of two General Services Division drivers, whose salaries exceed those of legions of teachers, with particular indignation. I had just read in The Wall Street Journal that Memphis is listed as one of the top U.S. cities for crime rates in three categories. Of all the cities cited for high crime, only Detroit, a city on the brink, joined Memphis in all three categories.

The men and women of the Detroit Police Department (DPD) have been working hard to reduce crime across our city. As part of those efforts, we recognize the significance of keeping the community informed on our progress and what steps we are taking to improve public safety in all of our neighborhoods.
Mayor Kilpatrick has made public safety a top priority, as a part of his Kids Cops Clean platform. Just last year, we experienced record low crime statistics due to strategic partnerships and the hard work of the DPD. However this year, like many other cities across America, we have seen a slight increase in some violent crime categories, which has required us to refocus some of those partnerships and form new alliances.

If Americans want to demand that the federal government do more to quell violent crime in U.S. border cities, more power to them. The police in Seattle, Detroit and Buffalo could use the help.
Of course, the Queen City and its North Coast brethren aren't relatively high-crime areas because they are on the Canadian border -- certain distasteful incidents involving youth hockey tournaments excepted. But they do suffer significantly higher violent crime rates than do their neighbors to the South. In fact, the border- state communities of San Diego, Phoenix, El Paso and Austin are the big American cities with the lowest rates of violent crime.
