The good news on unemployment last month was hidden beneath the official data. The Labor Department reported the national unemployment rate ticked down a tenth in July to 5.5 percent, a 33 month low. But the decline among the inactive unemployed was much greater.
The inactive or "hidden" unemployed are people not currently looking for work, but who enter the job market in the hope of finding work when they see employment prospects improve. The inactive unemployed are not included in the official unemployment count, although the concept and measurement of hidden unemployment is well established in the economics literature.

Why are we supposed to feel so good when many of us are hurtin' so bad? Yes, the economy is clearly launched into a strong recovery, but that fact doesn't explain the large number of Americans who, statistics show, have a right to feel left out of the boom. Maybe the following term does. It's called "hidden unemployment.
Last weekend, Treasury Secretary John Snow boisterously predicted that the U.S. economy should grow by more than 4 percent in the next few quarters. It is likely that President Obama's National Commission on Fiscal Responsibility and Reform will include a value-added tax (VAT) as part of a deficit-reduction package to be delivered after the November elections. The problem is that there is a fundamental flaw in the VAT that more than offsets its revenue-raising appeal: Increasing taxes on a particular activity produces less of that activity, and as a general rule, economies are less prosperous when value-added efforts decrease (or are hidden or disguised in order to evade taxes).
