In a city with an estimated 10,000 illegal immigrants - although no one knows the true number - and a police goal of protecting all residents, the written policy is reasonable. Because of their immigration status, illegal immigrants tend to avoid police, even when they are victims of crimes. They make easy prey for the unscrupulous because of the threat of their exposure and deportation. The new written policy specifies that officers shall not ask about the immigration status of crime victims, witnesses or others who ask the police for help. The policy bars officers from detaining illegal aliens solely because of their immigration status.
