Paterson's condition, ocular atrophy, makes him the first legally blind governor in the United States since Bob Cowley Riley's brief 11-day term as Arkansas's governor in 1975. High-level blind public officials are few and far between. Minnesota and Oklahoma both had blind U.S. senators in the first half of the 20th century, Thomas David Schell and Thomas Pryor Gore, respectively. Riley was the legally blind lieutenant governor of Arkansas who finished out the last 11 days remaining of a governor's term after he left for Congress.
