A bed tax proposed by the Arizona Hospital and Healthcare Association is a distant Plan C in the Legislature as lawmakers look to overhaul AHCCCS, but the trade group is hoping it might win by default if lawsuits block the state from cutting its Medicaid program.
With the House expected to act soon on a budget plan already approved by the Senate, AzHHA President Laurie Liles acknowledged that her organization may not have enough time to drum up the legislative support needed to get the super-majority required to approve a tax increase. Republican leaders have declared the plan dead on arrival, and no lawmaker has even agreed to run the proposal as a bill.
