A new report from the Citizens' Health Care Working Group established by Congress has concluded that the federal government should guarantee basic health care to all Americans. Many proponents, as well as opponents, of health-care reform equate universal coverage with a Canadian-style, government-run, single- payer system. But a survey of successful health-care systems around the world shows this is an incorrect assumption.

There is a definite need for a complete moratorium on change in the health care system for at least five years. During that time, Democrats and Republicans would formulate and present their health care proposals in comprehensive, clearly written and easily understood forms. That way, members of the public could fully understand the proposals being put before them. In addition, Republicans and Democrats would work together to canvass all of the health care systems currently in use around the world and then explain them to the public.
