We had some friends visiting us recently and they commented that our two torchiere lamps were dangerous and we ought to get rid of them. Considered yesterday's technology, incandescent light bulbs will be available after a federal energy-saving law takes effect in January. At a Pennsylvania plant, Osram Sylvania will make incandescents that meet government guidelines: its Sylvania Halogen Super Saver bulbs.
