Union workers have made their final push to block West Virginia American Water from laying off 31 employees, alleging the company wants to treat its customers as "guinea pigs" under a proposed water monitoring plan.
The water company has pledged to allow the state Public Service Commission to monitor the utility's water quality and service on a monthly basis, after the job cuts.
