This paper describes how Ireland drastically improved its economic position through its adoption of what came to be referred to as the Celtic Tiger strategy. Because of the surprisingly striking similarities between Ireland and Guam and the finding that the Celtic Tiger strategy represents nothing but "sensible policies "for enhancing economic growth, we believe that Guam can employ those elements of the Celtic Tiger strategy that worked, and modify those elements that did not. SAN ANTONIO, TX - Robert Mosebar, 87, died Tuesday, August 23, 2011, at the Army Residence Community in San Antonio, Texas. Robert was born February 17, 1924 in Yakima, Washington to Howard and Alice (Wingard) Mosebar. During his youth, Robert worked on his parents ranch and graduated from Yakima Senior High School. He was drafted into the Army while attending college at Washington State University. After the war, he completed his medical degree at the University of Washington in 1957. On Guam in 1949, Robert met Elinor Young who was working for the Army Exchange Service. Robert and Elinor were married August 18, 1951 in Kansas City and recently celebrated their 60th anniversary.
