The Philippines now rivals India for BPO investment and leads Southeast Asia in call center growth. The Philippines, Vietnam, Bangladesh and Turkey are part of the "N-11," the Next Eleven, a designation developed by Goldman Sachs in 2005 to identify a group of developing countries with the demographics and economic capability to become major economies and potential rivals to the "BRIC" nations (Brazil, Russia, India, China). In selecting among the various low-cost-of-capital sites within emerging Asia, workforce issues come into play. In addition to relative wages, Texas Instruments (TI) also looked at available skills and turnover rates. Like other emerging-market nations, the Philippines is experiencing relatively high labor cost increases, but TI is not concerned about wage inflation...

Eastern Europe and Central Asia saw reform in 10 economies. Six reduced the running-around time for entrepreneurs by creating one-stop shops. Albania took registration out of the courts and merged company, social security, labor and tax registrations. Before, entrepreneurs had to wait more than a month to start doing business; now it's just 8 days. Azerbaijan's one-stop shop reduced delays by 2 weeks, Slovenia's by 6. Bulgaria, the Kyrgyz Republic and the former Yugoslav Republic of Macedonia undertook reforms similar to Azerbaijan's. And while Czech entrepreneurs still have to obtain multiple documents, the new "Project Czech Point" allows them to do so at one place.
Lebanon and Oman improved the efficiency of their one-stop shops. What used to take 46 days in Lebanon now takes 11. Tun...

With its profusion of languages, ethnic groups and regional diversities, with its unique caste system, with its contrast between information technology and industry billionaires and the nearly 300 million people who live below the poverty line, with its mixture of Mahatma Gandhi's nonviolent philosophy and outbreaks of savage communal violence, and with its success as a parliamentary democracy despite having 400 million people who cannot read or write, India remains a bewilderingly complex country. A powerful moral leader as well as a wily politician, Gandhi wanted Indians to be proud of their past, to wear Indian rather than foreign dress, to challenge their colonial overlords through peaceful protest and noncooperation and not through violence, and to eliminate discrimination against...

This paper investigates the magnitude of geographic as well as commodity concentration for Malaysia from 1970 to 2003 and how the pattern of trade and instability has changed over time. The instability index is regressed upon a set of explanatory variables including commodity concentration, geographic concentration and share of primary commodity exports. The results indicate that the commodity concentration appears as a significant variable in explaining the export earnings instability. The paper recommends Malaysia takes several measures in order to remain immune from negative effects of instability. They include the continuous effort to stay competitive by maintaining productivity higher than production cost, to diversify as well as broaden its industrial base and constantly find new ...
