  • Policymakers devote a great deal of attention to short-run fluctuations in the labor market. Central banks monitor indicators of labor market tightness in the conduct of monetary policy due to the potential implications for inflation. Fiscal authorities are concerned with the budget consequences of fluctuations in the labor market because they affect both revenues and expenditure programs. More generally, these fluctuations may be associated with significant losses in welfare. The motivations of this article stems from a striking empirical observation about long-run variations in labor market outcomes: Long-run changes in total hours of work in Organization for Economic Cooperation and Development countries exceed the variation of hours worked over the business cycle in a representative...

  • As small island countries, both Taiwan and Ireland have been regarded as locations that have performed economic miracles. Growing from agricultural economies to major regional players, both have often been studied as examples of national development and innovation. Therefore, this study seeks to compare the innovation policy in national contexts. The comparison of respective innovation policies on supply, environmental, and demand sides with a more elaborated classification base shows that the Taiwanese government adopts a more active top-down approach, making use of substantial levels of government research funding and resources to develop target industries. In contrast to this is the bottom-up approach of the Irish government that focuses more on creating an innovation environment and...

  • in this article, the researchers document observations on labor productivity across countries over time. Using data from Heston, Summers, and Aten (2002) on gross domestic product (GDP) per worker, researchers emphasize three main facts about the distribution of labor productivity across countries between 1960 and 1996. First, there is substantial dispersion in labor productivity across countries. Second, disparity in labor productivity has increased over time. Third, there is substantial mobility of individual countries in the distribution of labor productivity over time. Researchers document 13 miracle and 17 disaster episodes in our data set. Furthermore, researchers also systematically document depression episodes in their panel data. Even in their relatively small sample period, re...

  • The authors use a growth accounting framework to examine growth of the rapidly developing Chinese economy. Their findings support the view that, although feasible in the intermediate term, China's recent pattern of extensive growth is not sustainable in the long run. The authors believe that China will be able to sustain a growth rate of 8 to 9 percent for an extended period if it moves from extensive to intensive growth. They next compare potential growth in China with historical developments in the United States and the European Union. They discuss the differences in production structure and level of development across the three economies that may explain the countries' varied intermediate-term growth prospects. Finally, the authors provide an analysis of "green" gross domestic produc...
