In the Bell v. Commr. case, the IRS issued the petitioner a notice of intent to levy relating to the petitioner's 1997 tax liability. The petitioner timely requested a hearing to dispute the underlying tax liability, but the IRS informed the petitioner that his liability could not be contested. Because the petitioner did not receive a notice of deficiency, however, he was entitled to challenge the liability. The IRS mailed a notice of determination, but the petitioner did not file a petition with the Tax Court or otherwise challenge the notice of determination. The IRS mailed a notice of federal tax lien relating to the 1997 liability.
