A group of Utahns who want to change the state's personal income- tax system from the new flat-rate tax to the more traditional graduated income-tax system will hold a public hearing on the issue tonight, armed with a new chart showing how some Utahns will pay more state income tax under the flat-rate system.
The aim of the Rings True Coalition is to collect hundreds of thousands of signatures from registered voters to place on the 2010 ballot a six-bracket, graduated income-tax system. If voters approve the new system in the 2010 general election, it would take effect that year. The new flat-rate tax took effect Jan. 1.

An approach to the problem of the optimal progression of a graduated income tax system is developed. A given and known number of tax brackets is assumed. The marginal tax rate and the optimality conditions for the upper limit of income in a particular bracket is derived. The marginal rate imposed on incomes in higher brackets should be more than on incomes in lower brackets with increasingly unequal distribution of income and inelastic labor supply as tax brackets increase.
