EPA is taking final action to extend the grace period before the MOtor Vehicle Emission Simulator (MOVES) model is required for regional emissions analyses for transportation conformity determinations (``regional conformity analyses''). This final rule provides an additional year to the previously established two-year conformity grace period. As a result, EPA is announcing in this Federal Register that MOVES must be used for new regional conformity analyses that begin after March 2, 2013. This action does not affect EPA's previous approval of the use of MOVES in state air quality implementation plan (SIP) submissions or the existing grace period before MOVES is required for carbon monoxide and particulate matter hot-spot analyses for project-level conformity determinations (75 FR 79370).

The direct final rule would have extended the grace period to March 2013, before the Motor Vehicle Emission Simulator model (currently MOVES2010a) is required for regional emissions analyses for transportation conformity determinations (``regional conformity analyses'').

Lake residents and business professionals are being offered one last chance to have their voices heard in regard to changes in Appalachian Power's Shoreline Management Plan (SMP).
The utility is accepting comments through Dec. 7 on proposed revisions that include granting property owners a grace period to fix permit violations before mitigation is required. Liz Parcell, plant coordinator with American Electric Power, parent company of Appalachian Power, said the company began implementing the grace period on Nov. 1.

For the most part, the Evansville Vanderburgh School Board operates in a positive atmosphere these days. The board has endorsed the many initiatives of Superintendent Vincent Bertram, who was brought to Evansville three years ago with a clear mandate to improve student performance. The board hired Bertram and endorsed his ambitious strategic agenda, as did the public in a $149 million referendum.
