The Bush Administration frequently justified its policies by arguing that September 11 changed everything. To be sure, the terrorist attacks on the US commanded a great deal of attention and brought concern for national security to the fore of both the government's policy-making agenda and America's shared consciousness. Against the psychological backdrop of the smoking Twin Towers, the country plunged headlong into two wars, enacted sweeping legislation aimed at securing the homeland, reorganized the government's administrative landscape, and constructed an apparatus for detaining individuals who might pose a prospective threat to Americans' safety. Many of the policy changes that were made in response to the September 11 attacks affected noncitizens far more adversely than they did ci...

In the graduate student ATP pre-conference forum at Nebraska-Omaha in 2004, the author met several of the authors involved in planning the conference. Angela M. Eikenberry states government downsizing, reliance on philanthropy, and the rich-poor gap are facts of life in today's US. Although history has shown that philanthropy cannot replace government assistance, and as Eikenberry argues, philanthropy cannot substitute for government policy-making, philanthropy is part of the US cultural system. The author agrees with Ryan Lanham's guidelines for strengthening the discipline and its practice, but first a basic point. Generally, openness is good, walls are had, as Lanham states. But without separating what is from what is not, distinguishing figure from ground, some building of walls thr...

The World Bank has released the 1997 'World Development Report: The State in a Changing World' which cites the reasons why the state matters and what can be done by public officials to create an effective state. A persistent mantra in twentieth century political discourse calls for increased involvement of the public in government decision-making. Public participation has been touted as a means to improved representativeness, better policy outcomes, and more efficient policy process. The environmental policy domain has been on the forefront of government agencies' experimentation with public participation. The normative, instrumental, and substantive rationales provide a framework for how public agencies articulate specific goals for public participation. This article examines how the U.S. Army Corps of Engineers translate expressed rationales and goals for public participation to specific mechanisms to involve the public. The findings focus on five goals for public participation articulated in...

Not so long ago, candidates for public office, Cabinet-level appointees and applicants for sensitive positions were the only ones who had to worry about what exhaustive and rigorous scrutiny might reveal. But now that Washington's toxic political culture has seeped into every agency, office and branch of government, almost anyone in a policy-making position is at the mercy of those with the means and motive to meticulously examine personal and professional records. Consider the case of Dr. Cristina Beato, a Bush administration nominee for assistant secretary of health at the Health and Human Services Department. Beato has been in bureaucratic limbo since her July 2003 nomination. There appear to be questions surrounding an aspect of her educational background and possible exaggerations ...
