The 2001 terror attacks against the United States resulted in a great deal of internal and independent analysis of U.S. intelligence systems. A key consensus was that an array of different agencies had accumulated data that might have been useful in preventing the attacks, but that each agency had kept the data in its own "silo" rather than sharing it with other agencies. So the pieces of the puzzle remained isolated rather than connected.
After the release this week of thousands of State Department documents by the WikiLeaks group, the true dangers lies not so much in what those documents reveal about U.S. diplomacy, but that U.S. agencies will abandon data-sharing and return to containing their own information in silos. The data will be protected but the country will be exposed.
