An Australian company plans to build a $29 million plant at Institute that will convert coal into an activated carbon product and eventually employ about 40 full-time workers, said David Warner, executive director of the West Virginia Economic Development Authority. A $13 million, low-interest loan to Carbonxt Inc. received preliminary approval Thursday from the authority. Warner said the activated carbon product will be used to remove mercury from coal-fired power plant emissions. Mercury emissions are a current target of the federal Environmental Protection Agency.
