A grant application filed Friday puts the Buffalo schools in the running for millions of dollars in federal grants, but also commits school officials to the much trickier task of making a "good faith effort" to negotiate some form of merit pay with the Buffalo Teachers Federation. Documents signed Friday by Superintendent James A. Williams and Board of Education President Ralph Hernandez also commit the school district to supporting -- at least on paper -- the lifting of a statewide cap on charter schools, alternative forms of certification for teachers and streamlining the state's teacher discipline system.
