A former scientist and two Richmond County families alleged in a lawsuit unsealed Friday that the city of Augusta illegally obtained $22.6 million in loans through the U.S. Environmental Protection Agency.
The plaintiffs - George William Boyce, R.A. McElmurray III and former EPA microbiologist David Lewis - allege in a 55-page U.S. District Court complaint that Augusta used false statements in applications that led to the receipt of $22,610,481 in EPA-backed loans administered by the Georgia Environmental Facilities Authority and State Revolving Fund Program.
