  • I have worked on regulatory issues inside the Beltway since 1976, and have watched five presidents come and go," says Rena Steinzor, president of the Center for Progressive Reform and a professor at University of Maryland Law School. "The [Bush] administration is the most hostile and aggressive toward these agencies by a couple of orders of magnitude, making the Reagan era look relatively benign. In one of the more egregious examples, Bush appointed George Deutsch as NASA press officer in 2005. Most notably, he instructed senior scientists to refer to "the Big Bang" as a "theory," and he tried to restrict sc...

Today, the director of NASA's Goddard Institute for Space Studies in New York is something of a folk hero for speaking his mind about global warming and tangling with a White House appointee who tried to shut him up. The appointee, junior spokesman George Deutsch, resigned in February, and Hansen's name and face were ubiquitous in newspapers and on television news for weeks afterward. The hubbub started with a lecture Hansen gave to the American Geophysical Union's 2005 fall meeting in San Francisco. Instead of zipping his lips, Hansen talked to the press. The climatologist says De...

  • Environmental-policy conflicts characteristically have scientific dimensions. It matters to decisions about addressing global warming how much temperatures will change, how fast, and what consequences warming will have for the natural world. It matters to decisions about national-forest management whether post-fire salvage logging promotes or retards regrowth, and in what form. This Article concentrates on two intertwined challenges: ensuring scientific integrity and ensuring political integrity. The first comes primarily at the outset of the decision-making process, where information is fed in. The second challenge arises primarily at the back end of the process, when the agency must translate information into decisions. Part II sketches several recent controversies that have been desc...
