Although the enactment of the Sarbanes-Oxley Act (SOX) received nearly unanimous congressional support, only a few years thereafter its wisdom was increasingly questioned and its supporters had to stave off attempts to recraft the legislation. The long-term viability of regional common markets, such as the EU, will depend on whether the income, investment, and technology gaps that exist between rich and poor members of such unions can be narrowed.
