The trial court did not err in upholding the constitutionality of R.C. 9.481. This statute falls within the General Assembly’s authority to enact employee welfare legislation under Section 34, Article II of the Ohio Constitution. The General Assembly has a broad grant of authority to provide for the general welfare of working persons under Article 34 that may neither be impaired by the “Home Rule” provision in Section 3, Article XVIII of the Ohio Constitution, nor by any other provision of the Ohio Constitution, including the preamble. The General Assembly did not impermissibly interfere with the role of the judiciary by enacting R.C. 9.481, nor does the statute itself violate the Uniformity Clause. Affirmed. I am alarmed by the jobless situation in our country now.
It is treated in the news as though it were a minor glitch in the economic recovery, but it is really serious and growing. Hundreds of thousands of people are losing their jobs, foreclosures on homes and businesses are increasing, and people are facing devastating crises in their lives.
