We, NMFS, announce our intent to conduct public scoping necessary to gather information to prepare General Conservation Plans (GCPs) for the Penobscot Bay, Merrymeeting Bay, and Downeast Coastal Salmon Habitat Recovery Units (SHRUs) and Environmental Assessments (EAs) under the National Environmental Policy Act (NEPA). The GCPs will provide a streamlined process by which dam owners that are not regulated by the Federal Energy Regulatory Commission (FERC) can obtain an incidental take permit (ITP) by conforming to specific measures in their respective GCP that minimize and mitigate impacts to Gulf of Maine Distinct Population Segment (GOM DPS) of Atlantic salmon (Salmo salar). Since the inception of the Uniform Code of Military Justice (UCMJ) in 1950,2 the military has used Article 125 to prosecute consensual and non-consensual sexual conduct.3 Since its creation and until recently, sodomy law has remained relatively unchanged and full of life.4 Sodomy is an unnatural carnal copulation with another person or animal: including fellatio, cunnilingus, or anal sex.5 Sodomy is a general intent crime punishable regardless of the consent or the age of the parties.6 There are three kinds of sodomy.

General and Specific Provisions; Legislative Intent; Apply Coextensively; Tampering With Records; Medicaid Eligibility Fraud; R.C. 1.51; R.C. 2913.401(C)(3); Appellant's conviction for tampering with records was proper and not contrary to the principles outlined in R.C. 1.51. Although tampering with records did constitute an allied offense of similar import to a charge of Medicaid eligibility fraud, the General Assembly expressed a clear intent for Medicaid eligibility fraud to apply coextensively with "any other criminal or civil remedy." The tampering with records statute, therefore, could be used by the state to charge and convict appellant for making false or misleading statements in an application used to establish her eligibility to receive Medicaid benefits.

HARRISBURG, Pa., Jan. 4, 2011 /PRNewswire-USNewswire/ -- As a follow up to his announcement on Dec. 22, Auditor General Jack Wagner recently outlined the objectives of his department's special performance audit of the Pennsylvania Liquor Control Board's wine kiosks program in a hand-delivered letter to Patrick J. Stapleton, Chairman of the Pennsylvania Liquor Control Board.
Wagner's letter, dated December 30, said that auditors will focus on the contracting for the kiosks, as well as on the malfunctioning and current closing of the kiosks. Wagner, however, noted that the objectives and scope may be adjusted over the course of the audit as necessary, in accordance with government auditing standards. FAYETTEVILLE, Ark. - The largest wetland prairie in Fayetteville has a new owner. A nonprofit corporation called the Northwest Arkansas Land Trust accepted land known as Wilson Springs last month and plans to preserve it.
The general intent is to protect the property from any development," said Ed Clifford, chairman of the board of directors for the land trust. "It will stay as pristine as we can keep it.
