Many Wisconsin counties are lining up advisory referendums to ask voters if they support a constitutional amendment protecting Wisconsin's transportation budget from raids to support the general budget. Those referendums would be on the November ballot.

BLOOMINGTON - While school officials are happy about the general support Gov. Pat Quinn gave education in his budget address Wednesday, they are concerned about what proposed cuts to transportation could mean.
Quinn wants to reduce the transportation subsidy to local school districts, except for special education. If the governor's plan is adopted and $95 million is cut, spending on busing would be 50 percent less than it was two years ago.

State Sen. Martin Looney's Forum article exposed an incredible state of denial when it comes to addressing the causes of state economic woes. While blaming "two decades of Republican gubernatorial administrations" for the excessive and costly state bureaucracy, Looney seems to have forgotten the legislature was almost totally controlled by Democrats. Being the majority party in the legislature for more than two decades places the onus for the state's economic distress clearly on the General Assembly. A big portion of Columbia's general fund budget comes from a charge added to each city utility customer's bill that is equal to the amount of tax paid by customers of private utilities. Tomorrow night, the Columbia City Council will discuss whether to extend those charges to parking meter and garage fees. If applied to parking fees, the charge would generate $123,000, which could help balance general fund receipts with expenses. This year, the city is using $2.9 million from reserves to support the $76.15 million general fund budget.
But in a report to the council, staff recommends waiting. City Attorney Fred Boeckmann is advising caution until the Missouri Supreme Court rules on a Hermann case about whether transfers from utility operations are a hidden tax subject to voter approval.
