When Frameworks Gifts & Interiors was nominated for the Columbia Chamber of Commerce's Small Business of the Year Award around 10 years ago, owner Gary Duncan and his wife, Sharon, had just bought the framing and gift retailer. And it wasn't quite ready for the award at that point, Gary Duncan said.
