REDLANDS - One of the three City Council incumbents up for re- election in November has decided not to enter the race. Councilman Mick Gallagher said Thursday that he will not run. The small business-owner has served on the council since 2005. His term was extended a year when the council pushed an election meant for 2009 to November 2010.
