  • Both Adolph Lowe and Hyman Minsky indicate in their respective studies that full employment in a modern capitalist society can be achieve when government plays the role of an employer of last resort (ELR). They also argued that the ELR approach is appropriate for dealing with unemployment of the 'Keynesian' and 'technology-structure' types. An examination of their respective analyses suggest that it is possible to formulate institutionalist full-employment policies that integrate both monetary and technological factors.

  • Wal-Mart Stores Inc., the world's largest retailer, and its CEO, Lee Scott, went on the offensive Thursday against critics of its employment policies and the impact its stores have on communities where they are located. The company took out more than 100 full-page newspaper ads across the country, outlining the wages and benefits it pays its employees and the good the Bentonville-based company says it brings to communities.

  • The 22% unemployment rate of urban black males was attributed to social problems, the current transformation of the US economy and a culture of dependency. Since unemployed persons tend to be poorly educated, educational programs which would match education to skills in demand were proposed. A policy which would address the problem of skills mismatch solely with human capital investments was, however, rejected. It was argued that policies which would promote full employment, provide financing for urban housing and infrastructural development would be more effective in addressing the problem of black unemployment.

  • For decades, the U.S. economy has been denying asset enhancement. It has subordinated the consumers to the manipulative interests of the producer. The 1946 Full Employment and Balanced Economic Growth Act institutionalized the policies of John Maynard Keynes. To prevent economic downturns from getting worse, the federal government would use deficit spending to sustain aggregate demand. If the consumers refused to spend, then the government would do it for them. Keynes viewed savings as a form of avarice and greed, a notion that suited the interest of the producer.

It can weaken racial and other forms of discrimination during hiring and recruitment. It also maintains social stability by shielding citizens from dangerous ideologies, scapegoating and anti-democratic political movements. Full employment should be given more priority over balance of trade policies. Employment ensures the stability of the currency and may also serve as a buffer for minor economic losses.
