EPA and NHTSA, on behalf of the Department of Transportation, are issuing this joint proposal to further reduce greenhouse gas emissions and improve fuel economy for light-duty vehicles for model years 2017-2025. This proposal extends the National Program beyond the greenhouse gas and corporate average fuel economy standards set for model years 2012-2016. On May 21, 2010, President Obama issued a Presidential Memorandum requesting that NHTSA and EPA develop through notice and comment rulemaking a coordinated National Program to reduce greenhouse gas emissions of light-duty vehicles for model years 2017- 2025. This proposal, consistent with the President's request, responds to the country's critical need to address global climate change and to reduce oil consumption. NHTSA is proposing C...

Modern American life is premised on the assumption that inexpensive oil will be available forever to fuel the transportation system. Yet growing worldwide demand for oil and tightening supplies strongly suggest that the days of cheap, plentiful oil are over. In order to escape the economic consequences of oil price volatility, consequences that are quite severe, it is necessary to electrify the short-haul transportation system. Electrification offers at least six advantages over the status quo: using electricity promotes fuel diversity; electricity is generated from a domestic portfolio of fuels; electricity prices are less volatile than oil and gasoline prices; using electricity is more efficient and has a better emissions profile than gasoline; using electricity will facilitate reduct...

The Energy Policy and Conservation Act of 1975 (EPCA), as amended, prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including low-voltage dry-type distribution transformers, and directs the U.S. Department of Energy (DOE) to prescribe standards for various other products and equipment, including other types of distribution transformers. EPCA also requires DOE to determine whether more- stringent, amended standards would be technologically feasible and economically justified, and would save a significant amount of energy. In this notice, DOE proposes amended energy conservation standards for distribution transformers. The notice also announces a public meeting to receive comment on these proposed standards and associa...
