HARRISBURG, Pa., Oct. 11 /PRNewswire/ -- While Pennsylvania's businesses and consumers are struggling through the worst economic downturn in a generation, the Pennsylvania House of Representatives last week adopted an amendment that would impose a new, hidden fuel tax on businesses that sell -- and consumers who rely on -- biodiesel fuel.

With Hurricane Katrina pushing gas prices to $3 a gallon, Oklahoma voters Sept. 13 overwhelmingly defeated a proposal to raise the state's fuel tax by 5 cents a gallon over three years.
The measure would have raised the state's gasoline tax from 17 cents to 22 cents a gallon to establish a road and bridge repair trust fund.

Four bills aimed at offering some relief to forest industry workers burdened by high diesel fuel costs, including a temporary repeal of the state's 28 cent a gallon fuel tax, have been proposed and will be heard by early March, state legislators said Tuesday.
Of the four, the fuel tax rebate proposed by state Sen. Elizabeth Schneider, D-Orono, likely will face the greatest opposition. If enacted, it could cost the state as much as $750,000 in lost revenues per month, she said.

Wrong alternatives
Last-minute negotiations over the tax package could send America's energy policy in exactly the wrong direction. If budget- conscious Republicans have their way, tax credits for renewable energy sources like wind and solar power would be allowed to expire, while wasteful and unnecessary tax breaks for corn ethanol - an environmentally dubious fuel supported by farm-state legislators of both parties - would be extended. This would be a preposterous outcome at a time when the nation desperately needs new investment in clean energy as well as the jobs that go with it.
