The death of Frenchman Jacques Foccart on March 19, 1997, created a powerful impact in French-speaking Africa. Foccart was considered the most mysterious and powerful man in France under the leadership of Charles de Gaulle. He is considered the engine and prime mover behind the success of France's special sphere of influence in post-colonial Africa called Francafrique. Foccart's extreme secretiveness was to make him a legend. His death will likely not be able to lift the ambiguity surrounding the myth and the man.

DAKAR, Senegal -- With paper bills so rancid even beggars hate to touch them, French-speaking West Africa gets down to serious money- laundering today: An eight-country campaign aims to retire more than 1 billion dollars in decaying currency seen as much as vectors of disease as units of exchange.
The cash campaign -- already putting revamped, virgin bills into circulation -- aims to replace currency in circulation since 1992 that bank officials say is deteriorating beyond use and ripe for counterfeiting.

MADISON, Wis. - Senate Majority Leader Dale Schultz, R-Richland Center, will tour business and meet with constituents on Monday in several Grant County communities.
Schultz's visit will culminate at the University of Wisconsin- Platteville, where he will attend a reception at 6:30 p.m. at the Pioneer Student Center for delegates from northern Africa's French- speaking Maghreb region. The delegation is visiting Wisconsin as part of a project to help develop the region's fledgling dairy industry.

Directed by Zola Maseko and starring Taye Diggs, "Drum" is the second English-language movie to win the Gold Talon prize for best feature-length film at the festival in French-speaking Burkina Faso. "Heritage Africa," from Ghana, which won in 1989, was the first.
