In this summer's heated health care debate, two images stand out. First, at raucous town hall meetings around the country, senior citizens (and others) denounce the specter of a "government takeover" of medicine, apparently unaware that Medicare is a federal program. The second image is of thousands of Los Angeles residents waiting in line overnight for a chance to access free medical care provided by visiting volunteers, as though L.A. were some Third World country.
Come on America: We can do better than this.

In this Article I examine “medical tourism”—the travel of patients who are residents of one country to another country for medical treatment—which is fast becoming a multi-billion dollar industry. To date, the primary U.S. medical tourists appear to have been uninsured or underinsured Americans seeking substantial cost savings by traveling to less developed countries for care. More recently, state governments, self-insured firms, Fortune 500 companies, and domestic insurers have begun attempts to get their insured populations to use medical tourism as well by requiring it or giving incentives for its use (what I call “insurer-prompted medical tourism”).
There is, however, a dark side to the growth of this industry. In this Article I set out...

KDMC's identity as an academic medical center has been tarnished because of poor administrative and resource management. Responsibility for this is evident at all tiers of fiduciary responsibility from the Los Angeles Board of Supervisors (LACBOS) and the Los Angeles County Department of Health Services (LACDHS) to the Martin Luther King, Jr. Hospital and the Charles R. Drew University of Medicine and Science. LACBOS hired Dr. Thomas Garthwaite as director of LACDHS with a mandate to administrate the county's public hospitals, safety net health care delivery system and eliminate its budget deficit. LACBOS has not adequately exercised oversight over decisions made by Dr. Garthwaite to address the LACDHS budget deficit. This has given him a free hand to cut back on health services in the ...
