Three years ago, when [] was running a parking consulting agency, PW's Frank Rubino heckled her about ticketing policy. Cutler pretty much told Rubino to stop whining. Rubino responded by comparing her to Marie Antoinette and calling her arrogant and "roomy." But apparently she doesn't hold a grudge. You'd like her. Background: Cutler's department, which didn't exist under Mayor Street, oversees policy and planning for "transportation, waste management, infrastructure and public utilities." Her previous job was deputy secretary of administration for PennDOT. She started her career as Boston's transportation commissioner. She then served as director of parking and traffic for San Francisco, where the Chronicle called her "a Boston bulldog who carried a ticket book with her and...

The imminent arrivals of Southwest and Frontier represent seriously bad news for US Airways. Though Southwest spokesperson Christine Turneabe-Connelly says her company's cut-rate fares are aimed at enabling more people to fly--rather than at stealing customers from larger "legacy" carriers--US Airways president and CEO David Siegel hardly considered the so-called "Southwest effect" harmless before he resigned on Monday. US Airways spokesperson David Castelveter says the company must cut its operating costs dramatically to survive. "Southwest is picking apples for six cents and selling them for seven cents, while we're picking them for 11 cents and selling them for the same seven cents," Castelveter says. "That doesn't work. Our employees make more money than theirs, so a lot of our belt...

We haven't been to church in quite a spell, but we're once again frequenting Rosa's Pretzel Bakery--a reasonable substitute, since proprietor Heriberto Rosa, a born-again Christian, often plays evangelical radio inside the little Girard Avenue (near Fifth Street) takeout. That said, we'd remain dedicated customers even if Rosa started blasting Marilyn Manson, since his establishment serves up the tastiest soft pretzel in Philadelphia. Rosa's unique pretzels--thinner and slightly crunchier than the standard model--have delighted customers from the store's current location and beyond since 1974, when Rosa bought the business from its German founders, who began twisting dough several generations ago. But the legendary creations disappeared in July, when Rosa, a married, 60-year-old father ...
