A panel of state lawmakers gave its approval to a bill Friday that will prohibit disaster recovery contractors from retaining more than 15 percent of a contract if work under the deal is subcontracted to someone else. But a major contractors group says the measure is nothing more than a paper tiger.The House Commerce Committee voted 11-5 in favor of House Bill 31 from Rep. Troy Hebert, D-Jeanerette. Hebert said he proposed the measure in order to give Louisiana-based contractors a chance to compete with large out-of-state firms that are receiving contracts for most of the clean-up work from Hurricane Katrina. It is our duty to protect the free enterprise system, said Hebert. In this disaster, the free enterprise system is out the window.

Cody McCormick had a feeling things might work out for him in Buffalo. He'd played just three games for the Sabres, but last season's exit interview featured glowing comments from the coaching staff. It sent him into the summer thinking he might have a future in town.
When the contract offer came July 2, it was even better than he imagined. The Sabres signed the forward to a one-year deal worth $500,000, and more important was the fact it was a one-way contract. A one-way deal means the player gets paid the same amount whether he's in the NHL or the minor leagues, and in cost-conscious Sabreland that cemented his roster spot and meant his days in the minor leagues were over.

Faced with the possibility of cities starting their own police departments, Salt Lake County Sheriff Jim Winder has found a way to keep those cities' leaders happy with county police coverage.
Winder says he will give five cities equitable police coverage and some local control through one big contract. The cities that hire the sheriff's office for police services would be governed by the contract. On Tuesday, the sheriff's Law Enforcement Administrative Control Board, which includes the five mayors, voted to move forward with the new unified contract.

The Ducks signed Bobby Ryan to a five-year, $25.5 million contract Tuesday, avoiding the possibility of losing their nucleus of Ryan Getzlaf, Corey Perry and Ryan to free agency in 2013.
