It was likely the first baby for these osprey parents, after all. But Chris Anchor, a wildlife biologist with the Forest Preserve District of Cook County in Illinois, was not deterred. After collecting the 4- or 5-week-old chick from its nest, Anchor rode the bucket of the cherry picker to the ground with the bird gently clutched to his torso.

An enterprise resource planning system called the Financial Management Information System (FMIS) provides Cook County, Illinois, an access to more timely information highly needed by its policymakers. The new FMIS oversees the management of the human resource, physical, and financial assets of the county as well as that of a related but separate entity, the Cook County Forest Preserve District. FMIS was successfully implemented at Cook County because of local leaders' full support, presence of a full-time staff to oversee the system's implementation and a steering committee's monitoring.
