In thinking through the future of our diplomacy, my team at the Department of State (DoS) and I have benefited from our internal efforts, but also from several external bipartisan studies that have been done, such as the Embassy of the Future project, the Helping to Enhance the Livelihood of People Around the World (HELP) Commission on Foreign Assistance, and my own Advisory Committee on Transformational Diplomacy. Across the world, our nation's men and women in uniform and the members of the Foreign and Civil Service, as well as our foreign service nationals, are shouldering great risks and responsibilities in advancing America's diplomatic mission, working in dangerous places far away from friends and family and loved ones.

On April 18, there was a commemorative ceremony on the 25th anniversary of the terrorist bombing of our Embassy in Beirut, Lebanon, that killed 17 Americans and 25 Foreign Service nationals, with the loss of almost all our Mideast operatives.
Ten contractors employed at the Embassy plus 10 visa applicants and passers-by also were killed, with many more seriously injured. This was an unprovoked and evil act. Robert Dillon, our ambassador in Beirut at that time, notes that we believed the terrorists were members of a Shia family from the Bekaa Valley under the direction of Iran's Revolutionary Guard Corps (IRGC). We know the IRGC does not "freelance". Their orders emanated from the then Supreme leader the late Ayatollah Ruhollah Khomeini.

More than 900 Americans will be on permanent staff at a "mini- Washington" embassy in Baghdad after the U.S.-led occupation authority hands power to Iraqis on June 30, U.S. officials said yesterday.

LOS ANGELES - The number of foreign nationals enlisting in the U.S. military is dropping, even though service now provides a fast track to American citizenship, an Associated Press review of military data shows.
The decrease in noncitizen enlistees, who hail from countries such as the Philippines, Mexico, Nigeria and Germany, has hit all branches of the armed services, which already are struggling with recruitment as the U.S. presence in Iraq enters year three.
