The present study aims at exploring thirty-five Kuwaiti learners' perceptions of the relationship between English and globalization. Interviews were used to collect data, and all possible measures were taken to enhance the credibility and dependability of the results obtained. The findings revealed that despite recognizing and appreciating the establishment and identity of English as a global language, learners' understanding of the 'essence' of this global era still appeared to be far from complete. Further, though these learners seemed to be happy and satisfied with the content of the English program, the same level of satisfaction was not expressed with respect to the delivery of the same. The purpose of this article is to give members of the security assistance training community (SATC), especially security assistance officers (SAOS), an insight into one of most thorny aspects of managing in-country English language training programs (ELTPs); to wit, allocation of resources for English language training (ELT). The SATC generally views IMS English language proficiency (ELP) as an entrance requirement for follow-on training (FOT) in CONUS technical or PME schools. Ministries of Defense (MoDs) around the world are striving to close the ELP deficit by establishing indigenous capability to train military and civilian personnel to high levels of ESP.

This study surveyed the professional needs of a randomly chosen 125 English language teachers from Amman (1st and 2nd ) directorates of education. By using a close questionnaire, the study revealed different professional needs demanded by EFL teachers which embodied the need for effective organization of the EFL curriculum and welcoming teachers' remarks on it, securing instructional media and facilities for effective English language instruction, raising students' motivation and attitudes towards English language, the need for training courses to mix with native English speaking communities, the need to use appropriate EFL teaching methods, the need to understand the EFL teacher's new roles and the necessity of effective in-service training of English language teachers.
