The Radford Army Ammunition Plant has been fined $20,000 for releasing excessive carbon monoxide from one of its smokestacks -- the plant's eighth violation of state environmental regulations in as many years. No other facility in the Blue Ridge region been cited as often by the Virginia Department of Environmental Quality, according to a list of consent orders posted on the agency's website. State regulators say it can be difficult to compare other businesses and utilities with the Radford arsenal, a sprawling, nearly 7,000-acre operation where volatile ingredients go into the making of propellants and explosives.
