Migrant workers often incur high debt to pay recruitment fees for placement as guest workers in the United States.1 Recruiters regularly use false promises regarding working conditions and earnings opportunities to extract exorbitant fees. Workers then find low pay and dangerous conditions. Yet many workers rightly fear complaints will lead to deportation, leaving them unable to repay their debts. Theoretically, workers are protected by H-2 program regulations that prohibit shifting recruiting costs to workers. This Final Rule revises the process by which employers obtain a temporary labor certification from the Department for use in petitioning the Department of Homeland Security (DHS) to employ a nonimmigrant worker in H-2B status. BOSTON, Feb. 1, 2012 /PRNewswire/ -- Bullhorn today released its January Job Opportunity Report, benchmarking new job openings by region and sector to identify bright spots in employment. According to Bullhorn's data, every region experienced a month-over-month increase in job openings. The Northeast and Southeast regions (33 percent) experienced the greatest increase month-over-month in January, but year-over-year, the Southwest had the largest increase (9 percent). Only the Mid-Atlantic experienced a year-over-year decrease (-5 percent). Meanwhile, month-over-month and year-over- year job openings increased in the majority of all sectors of the economy.
