The Florida Department of Community Affairs has identified numerous serious problems with the management and implementation of the Community Services Block Grant (CSBG) and Low Income Home Energy Assistance Program (LIHEAP) in Broward County," wrote Paula Lemmo, a community program manager with the DCA, in the state report. 'Over the past two years, nearly two million dollars that DCA made available to the county for low-income citizens in CSBG and LIHEAP funds was not utilized.
"With a program like this, it's troubling because while there are people who could have used that assistance, the county wasn't doing its job," [Janet Riley] said. "This is something we're interested in, so we will look closely at it because we have clients who can use the help."
