The Florida Department of Community Affairs has identified numerous serious problems with the management and implementation of the Community Services Block Grant (CSBG) and Low Income Home Energy Assistance Program (LIHEAP) in Broward County," wrote Paula Lemmo, a community program manager with the DCA, in the state report.
