Interest rate swaps have been used by borrowers to change the nature of their loans' interest rates. This type of derivative instrument synthetically transforms a floating rate to a fixed rate. Companies also utilize this technique in managing their finances. Swaps are often used for speculating in the stock market, decreasing funding costs, matching assets and liabilities and as a tool for risk management. The Financial Accounting Standards Board has proposed standards for accounting interest rate swaps.
For the fiscal year 2005 to 2006, the debt management strategy will seek to maintain an appropriate mix of fixed-rate and floating-rate debt to further diversify and minimise interest-rate risk. The strategy will see the extension of the maturity profile of the debt to better manage refinancing risk and a continuation to increase the transparency and predictability of debt issuance.
