Allegheny County Judge R. Stanton Wettick Jr. ruled that a lawsuit can proceed against First Commonwealth Bank on three of eight allegations that it illegally reduced an 8 percent interest rate paid on individual retirement accounts to some customers.
Wettick refused to dismiss a claim that the bank breached its contract when it notified IRA holders in 1998 that it was reducing IRA rates to 4.6 percent from 8 percent, but did dismiss other claims.

Established in 1904, First Commonwealth Bank (Prestonsburg, KY) celebrated its 100th birthday on June 9, 2004. First Commonwealth opened for business on June 8, 1904 with the support of 22 original shareholders throughout Floyd County who funded the start-up of the bank. Among those original shareholders was Beriah M Spurlock, uncle of former bank president Burl Spurlock. Spurlock's eldest son, Burl Wells Spurlock, became president and ceo in 1976 and served until 2000, when Greg Wilson took over. An armed robber took an undisclosed amount of money Saturday afternoon from the First Commonwealth Bank at the Salem Plaza along Route 22 in Salem, state police at Kiski Valley said.
Police said the man displayed a black revolver when he walked into the bank at 12:30 p.m., and drove away in a light-colored sedan eastbound on Route 22.

According to a dispatcher at the Kiski station, a lone bank robber entered the bank about noon and fled with an unknown amount of money. Dispatch reports indicated the robber had a handgun.
