This proposed rule would update and modify HUD's regulations governing the protection of wetlands and floodplains. With respect to wetlands, the proposed rule would codify existing procedures for Executive Order 11990 (E.O. 11990), Protection of Wetlands. The Department of Agriculture (USDA) is removing its regulation implementing the Governmentwide common rule on drug-free workplace requirements for financial assistance, currently located within part 3021 of Title 7 of the Code of Federal Regulations (CFR), and issuing a new regulation to adopt the Office of Management and Budget (OMB) guidance at 2 CFR part 182. This regulatory action implements OMB's initiative to streamline and consolidate into one title of the CFR all Federal regulations on drug-free workplace requirements for financial assistance. These changes constitute an administrative simplification that would make no substantive change in USDA's policy or procedures for drug-free workplace.
The Financial Accounting Standards Board (FASB) has issued a discussion memorandum (DM) on consolidation policy and procedures. The FASB's DM is the first step in its reevaluation of the accounting standards covering the issuance of consolidated financial statements. The principal issue covered by the DM is when consolidation of accounts is applicable and appropriate. the DM restricts its coverage of the issue to consolidated statements prepared by two or more corporations but does not address the question of whether it is alright to apply consolidation rules to partnerships and joint ventures.
On July 5, 2011, HUD published a proposed rule to revise and update HUD's regulations governing the procedures for the collection of claims by HUD.
