The Police Department is considering leasing new cruisers so as to not let its aging fleet fall victim to the town's financial woes.
Through a special type of agreement available to municipalities, the department could lease three or four cars for the next few years and own the cars by the end of the contract. Current accounting standards specify two ways of reporting leased assets. Operating leases are viewed as true leasing agreements. Owners simply report the cost of the lease payments made in the current period as rental expense. If, on the other hand, the owner enters into a noncancelable lease agreement that extends through most of the asset's useful life, the lease agreement must be capitalized. These reporting requirements have resulted in operating lease agreements being the contract of choice for small businesses. Forgotten is that, in the early 1980's, a highly controversial Navy long-term leasing program of Maritime Prepositioned Ships had a different result. However, an unintended consequence of the Navy's success was that future government leases were practically eliminated. This research examines the issues and parties involved in this unprecedented creative and innovative leasing program for ships used by the Navy's Military Sealift Command.
