Federal criminal law protects the rights of workers against unsafe working conditions, unfair labor practices and corrupt financial dealings involving labor organizations. The Occupational Health and Safety Act establishes criminal liability for willfully subjecting workers to unsafe conditions. Wage and discrimination issues are covered under the Fair Labor Standards Act. Sections of the Taft-Hartley Act and the Labor-Management Reporting and Disclosure Act prohibit financial transactions between employers and unions and misappropriation of union funds.

The Portland School Committee insists it was legally justified in having a private meeting with School Department officials to discuss the department's financial management after disclosure of a $2.5 million budget deficit.
The meeting dealt with the duties and performance of employees, which can be exempt from the state's Freedom of Access Law, said the board's attorney, Harry R. Pringle, in a written response Friday to a challenge by the Portland Press Herald/Maine Sunday Telegram.
