This article presents core findings of a pre-intervention survey of psychoactive substance use in two communities in the Republic of Belarus and three communities in the Russian Federation between December 2000 and March 2001. The survey was part of the Global Initiative for the primary prevention of psychoactive substance use among young people in eight countries, initiated by the United Nations International Drug Control Program and the World Health Organization. The survey found that young people (10-21 year olds) fairly commonly reported the use of psychoactive substances, especially the use of malt beer and cigarettes. WASHINGTON, May 9, 2011 /PRNewswire-USNewswire/ -- Consumer advocates at the National Consumer Law Center (NCLC) and Consumer Federation of America (CFA) applauded the FDIC's most recent action against Republic Bank & Trust of Kentucky, the last of the refund anticipation loan (RAL) lenders. The FDIC issued an "Amended Notice of Charges for an Order to Cease and Desist," which detailed widespread legal violations in Republic's RAL program. Since the days of the tsarist empire, Russia has frequently clashed with the predominantly Muslim north Caucasus. Chechnya captured the international media's attention during the 1990s, as Russia battled against its secession movements from 1994 to 1996 and from 1999 to 2000.
