  • THE CASE AGAINST U.S. INTERVENTIONISM IN Bolivia was first made by Jeremy Bigwood, an investigative journalist who, through requests made under the Freedom of Information Act, revealed a pattern of intent by U.S. Embassy officials and democracy promotion agencies to undermine the MAS as early as 2001 (even USAID's reports in the public domain regularly refer to the MAS as "anti-systemic").2 The work of Eva Golinger and Jean-Guy Allard further documented the attempt by USAID's Office of Transition Initiatives (OTI) to undermine the MAS as it made its way toward state power through a new phase in the agency's decentralization program.3 To be sure, the OTI program provided support to both MAS and opposition prefects. According to Quintana, in the aftermath of the political crisis that led...

  • The purpose of this article is to examine the impacts of e-government in Canada on both inter-governmental relations and local governance. The rationale for such an examination stems from the emergence, over the past decade of two parallel discourses in public sector and governance reform: first, e-government as primarily a set of national and provincial strategies for public sector reforms, and secondly, a discourse has focused on the rising importance of municipal government and local governance systems. The main problem at present remains the absence of more holistic thinking on the need for a new enterprise, federated architecture for collaboration that entails an overhaul of the existing political arrangements of the federation. • As if America's hands were not full already -- from Iran to Afghanistan to North Korea -- Washington Democrats have increased tensions with our next-door neighbors. Canada and Mexico, America's top two export markets, are embroiled in trade feuds with the U.S., both triggered by American protectionism. As global leader and decent hemispheric neighbor -- especially during these economic doldrums -- America immediately should rejoin Canada and Mexico on the road to free trade. Canadians find February's $787 billion stimulus package as stimulating as a cold shower on a hot date. This law requires American-made construction materials in federally funded public- works projects. This "Buy American" provision would keep U.S. roads, bridges, and tunnels free of Canadian iron, steel, and other c...

  • Given a mandate to spend billions of tax dollars quickly to stimulate the economy, the Obama administration has granted almost a dozen exceptions to a Congressional requirement that contractors use American iron, steel and manufactured goods. The 11 exceptions allowed contractors and governments to avoid buying everything from U.S.-made manhole covers to Chrysler minivans. In seeking the waivers, applicants argued that buying only American goods would substantially raise project costs, or that they could not find enough quality U.S.-made products, a Tribune-Review examination of the Federal Register shows. The Register documents how the executive branch applies laws passed by Congress.
