The Federated States of Micronesia's (FSM) Office of Public Auditor (OPA) is responsible for inspecting and auditing accounts in all of the national government's branches, departments, agencies and statutory authorities, as well as those of other public legal entities and government-funded nonprofit organizations. The OPA was established in 1982 with only one auditor and one administrative staff, but is now comprised of Public Auditor Rensley Sigrah, 11 auditors and two administrative staff. The Constitution ensures the general independence of the Public Auditor from administrative control and sets out the Auditor's main responsibilities and procedures. This interim final rule revises how DOL provides the consultation that DHS has determined is necessary to adjudicate H-2B petitions by revising the methodology by which DOL calculates the prevailing wages to be paid to H-2B workers and U.S. workers recruited in connection with the application for certification; the prevailing wage is then used in petitioning DHS to employ nonimmigrant workers in H-2B status.
